The next steps for SEND education - high needs funding, local SEND service provision and improving outcomes

This timely seminar will consider next steps for special educational needs and disabilities (SEND) policy - focusing on high needs funding, local SEND provision and opportunities for improving outcomes. Delegates will consider the extent to which the transition to Education, Health and Care (EHC) plans has been successful in providing tailored support for young people with SEND, and what further action might be taken in this important area for policy - with the Government expected to expand on its vision later this year. The seminar will also be an opportunity to discuss key themes emerging from the Education Select Committee’s inquiry into SEND provision, and to discuss what more might be done to address concerns around the level and distribution of SEND funding, following the introduction of national funding formula and changes to high needs funding from September 2018. Attendees will also consider the key findings from the Good intentions, good enough? review into improving residential special schools, as well as the potential impact of the introduction of pre-key stage standards and the challenges for improving the transition to the national curriculum. Further sessions will examine how best to develop effective multi agency collaboration between the education, health and social care sectors; and the further steps that might be taken to improve outcomes for SEND pupils - looking at access to further education and employment, and the transition to adult services.
